The following excerpt is from Baker v. Wadsworth, 6 Cal.App.3d 253, 85 Cal.Rptr. 880 (Cal. App. 1970):

We thus perceive no conflict between rule 7.2 and section 112 of the [6 Cal.App.3d 264] charter. Since appellants have made no argument that rule 7.2 is either unreasonable or arbitrary, we see no reason to deny its validity. (See Nelson v. Dean, 27 Cal.2d 873, 881, 168 P.2d 16.)
