I accept that the implied exception rule will give way in circumstances where a general provision expressly states that it applies to the exclusion of a more specific provision; Doré v. Verdun (City), 1997 CanLII 315 (SCC), [1997] 2 S.C.R. 862 at para. 41. This, however, is not the instant case.
