When will I.S.O. be able to withdraw funds from an Individual Savings Account for the purposes of obtaining an interim order to prevent the father from making withdrawals from the RESP?

Ontario, Canada

The following excerpt is from C.S. v. D.A.S., 2020 ONCJ 16 (CanLII):

This Court has very limited jurisdiction to make orders relating to property.[6] There is nothing preventing the father from making withdrawals from the RESP for I.S. after the date of this trial, a concern that Mesbur J. alluded to Popovski v. Pirkova, let alone the concern that the RESP may not be used in full.
