2 All references to Guidelines are to the CEQA Guidelines, which are located in title 14 of the California Code of Regulations beginning at section 15000. In interpreting CEQA, we accord the Guidelines great weight except where they are clearly unauthorized or erroneous. (Neighbors for Smart Rail v.
