How have the courts dealt with the issue of youth offender parole and youth offender release?

California, United States of America

The following excerpt is from People v. Chambers, A157720 (Cal. App. 2020):

Appellate counsel has filed a brief raising no issues and asks us to independently review the record under People v. Wende (1979) 25 Cal.3d 436. Defendant has filed a supplement brief in which he does not challenge the court's ruling. Instead, he seeks different relief (youthful offender parole hearing and setting aside sentence as unconstitutional). As those requests were not made in the trial court in the first instance, they are not properly before us on this appeal and we express no opinion concerning them.3
