In resolving the dispute between the defendants' and the Attorney General's interpretation of the statutes, we construe application of the statute of limitations strictly in favor of the defendants. (People v. Zamora (1976) 18 Cal.3d 538, 574.) Using this rule, general rules of statutory construction, and precedent, we conclude the defendants' interpretation is correct.
