The meaning of the phrase "sufficiently substantial to call for leniency" is derived by weighing aggravating and mitigating evidence. 6 Thus, although the Arizona statute does not use the word weigh, it instructs the sentencer to arrive at its decision by weighing the aggravating circumstances against the mitigating circumstances. 7
