The primary role of the court when interpreting a statute is to ascertain the intent of the lawmakers to effectuate the purpose of the law. ( People v. Carron (1995) 37 Cal.App.4th 1230, 1236, 44 Cal.Rptr.2d 328.) We believe a fair reading of SB 700 and section 40724.6 is consistent with the district's interpretation that section 40724.6 addresses ozone and ozone precursors. There is nothing in the statute or the legislative history to suggest that the rule was intended to address all other air pollutants.
