Where the words of a voter initiative are at least arguably ambiguous, we may look to various canons of statutory construction, compare the provision to the construction given other similar statutes, and examine ballot materials as aides to ascertaining the intent of the electorate. (Hodges v. Superior Court, supra, 21 Cal.4th at pp. 113-115.)
