A third definition comes from Black’s Law Dictionary, revised 4th edition: “Freedom of Religion. Embraces the concept of freedom to believe and freedom to act, the first of which is absolute, but the second of which remains subject to regulation for the protection of society. Oney v. Oklahoma City (1941), 120 F. 2d 861 at 865.”
