Steele J.A., in Donovan v. Donovan, 2000 MBCA 80, 190 D.L.R. (4th) 696, in reference to s. 19 of the Guidelines, wrote (at para. 25): … the law does not require a finding of bad faith or a finding that there was an intention to evade one’s child support responsibilities. Rather, the inquiry is focused on the issue of reasonableness.
