obtained a certificate of probable cause, defendant is barred from claiming he did not commit the offense of failing to register because a no contest plea "waives any right to raise questions regarding the evidence," "constitutes an admission of every element of the offense charged[,] constitutes a conclusive admission of guilt" and "concedes that the prosecution possesses legally admissible evidence sufficient to prove defendant's guilt beyond a reasonable doubt."
