The first of the questions to be addressed as set out in Law v. Canada, supra, is whether there is a distinction between disabled employees, whose disability is caused or contributed to by chronic alcoholism, and other disabled employees. It seems manifestly apparent that there is a distinction: disabled alcoholic employees are excluded from coverage unless under active treatment.
