The motions judge could only place the children in care if there was a material change in circumstances and if that material change was significant and potentially risk-based so that it became necessary to make the change in care to protect the children’s best interests (see: Children’s Aid Society of Toronto v. S.G., 2011 ONCJ 746, at para. 23).
