The following excerpt is from K.H. v. V.M.P., 2018 BCPC 128 (CanLII):

In Burchill v. Roberts, 2013 BCCA 39, Justice Prowse, writing for the court, wrote at paragraph 30 that merely carelessly or negligently failing to address ongoing child support obligations constituted blameworthy conduct on the part of the payor parent though that parent was less blameworthy than if he had knowingly withheld disclosure, or actively deceived or intimidated the recipient parent.
