In that regard the petitioners refer to Harper v. Canada (Attorney General), 2004 SCC 33 [Harper 2004], which considered a stay on election restrictions. In Harper 2004 the election advertising restrictions were in place for a much shorter time period, that is the election period of 36 days as compared to the referendum period here, approximately 150 days, prior to the general federal election.
