See Bazargan v. Canada (Minister of Citizenship and Immigration) [1996] F.C.J. No. 1209; Canada (Minister of Citizenship and Immigration) v. Hajialikhani 1998 CanLII 9095 (FC), [1999] 1 F.C. 181.
