prevented the officers from conducting a justifiable contact to determine the degree to which the juveniles were engaging in illegal activity. Because the police inquiry into appellant's activities was proper, the attempt to avoid or delay the investigation amounted to illegal delay of the officers' discharge of their duties. (See People v.
