Is a plaintiff entitled to double costs if they have made a reasonable offer to settle their claim?

British Columbia, Canada

The following excerpt is from Barta v. DaSilva, 2017 BCSC 410 (CanLII):

In Bailey v. Jang, 2008 BCSC 1372, the court observed that the plaintiff “was clearly prepared to take a considerable gamble to achieve a significant award”. The action was dismissed and the defendants were awarded double costs beginning seven days after they had made a reasonable offer to settle. Double costs are not in issue before me, but the quoted words apply to the plaintiff.
