Can interrogatories be used to obtain the names of witnesses?

British Columbia, Canada

The following excerpt is from V. Amante Home Supplies Ltd. v. Northwest Community College, 1995 CanLII 2428 (BC SC):

14 The leading case on the question of interrogatories is the decision of Baker J. in Tse-Ching v. Wesbild Holdings Ltd. (1994), 98 B.C.L.R. (2d) 92. Her Ladyship, at page 97 and 98, sets out a list of the criteria for interrogatories. Those criteria spell out that interrogatories are not to be used to obtain the names of witnesses, nor should they include a demand for discovery of documents.
