Does a dominant driver on a green light have a duty of care to traffic entering the intersection?

British Columbia, Canada

The following excerpt is from Strul v. Mondares, 2015 BCSC 284 (CanLII):

Wong v. West involved different facts because the servient vehicle was moving into the intersection from a cross street on a red light, but the underlying principle applies. A dominant driver on a green light is entitled to proceed through and does not owe a duty of care to traffic entering the intersection in disobedience to the Motor Vehicle Act to take special care, beyond the duty that arises once he sees such traffic to take all reasonable steps to avoid a collision.
