Are statutory procedural provisions such as time and directory provisions mandatory or directory?

Manitoba, Canada

The following excerpt is from Manitoba v. Manitoba Human Rights Commission, 1983 CanLII 2967 (MB CA):

There is no general rule for determining whether statutory procedural provisions are mandatory or directory. However, in Vialoux v. Registered Psychiatric Nurses Ass'n of Manitoba (unreported, October 7, 1983 [now reported at p. 187, ante]), this court commented upon the fact that time provisions appear to be an exception.
