What is the test for admitting expert testimony at a medical malpractice tribunal?

Saskatchewan, Canada

The following excerpt is from Bassett v. College of Physicians and Surgeons (Sask.), 1988 CanLII 5379 (SK CA):

In our view, the finding of whether or not witnesses were expert was a matter for the tribunal below. The guidelines for use in determining whether expert testimony should be admitted and who would qualify as an expert were recently repeated by this court in Quintal v. Data (unreported decision dated September 29, 1988), and these criteria have been, in our view, complied with here. There was evidence on which the tribunal could accept the general practitioners tendered as expert in the area where their opinions were sought, and it was an area where nonphysicians would not readily be able to come to an informed conclusion without such guidance.
