When a woman was stabbed while in a public laundromat, which was under surveilance of police officers for the purpose of apprehending a man who had previously assaulted three other women, the court also held there was no special relationship. (Davidson v. City of Westminster (1982) 32 Cal.3d 197, 208-209, 185 Cal.Rptr. 252, 649 P.2d 894.) The court reasoned that although plaintiff was a foreseeable victim, the state did not create the peril, nor was the plaintiff relying on the police for protection.
