POBRA was enacted to maintain stable employer-employee relations and thereby assure effective law enforcement. [Citation.] (Lybarger v. City of Los Angeles (1985) 40 Cal.3d 822, 826, [221 Cal.Rptr. 529, 710 P.2d 329] ; see 3301.) One of the rights afforded to a public safety officer is the right to an administrative appeal of any punitive action or denial of promotion on grounds other than merit. ( 3304, subd. (b).) Punitive action is defined as any action that may lead to dismissal, demotion, suspension, reduction in salary, written reprimand, or transfer for purposes of punishment . ( 3303, italics added.)
