Michigan procedure allows for what is termed a 'one man grand jury'. Under such procedure, any judge of a court of law and of record may conduct an inquiry 'whenever by reason of the filing of any complaint, which May be upon information and belief' he shall have probable cause to suspect that any crime, offense or misdemeanor has been committed within his jurisdiction. 28.943 Michigan Code Comp.
