"'"The trustworthiness requirement for this exception to the hearsay rule is established by a showing that the written report is based upon the observations of public employees who have a duty to observe the facts and report and record them correctly." [Citation.] Whether the trustworthiness requirement has been met is a matter within the trial court's discretion.' [Citation.]" (People v.
