The following excerpt is from Sheikh v. Kelly, No. 2:14-cv-0751 GEB AC PS (E.D. Cal. 2014):

To determine whether an administrative process is constitutionally deficient, courts must consider three distinct factors: (1) the private interest affected by the official action; (2) the risk of erroneous deprivation through the procedures used and the value of additional procedures; and (3) the government's interest, including the function involved and the burdens that additional procedural requirements would entail. Mathews v. Eldridge, 424 U.S. 319, 335 (1976).
