"When the language of the section is on its face ambiguous or leaves doubt, ..., the court must resort to extrinsic aids to ascertain the purpose behind the statute and give the provision a judicially created meaning commensurate with that purpose. [Citations.]" (Morse v. Municipal Court, supra, 13 Cal.3d at p. 156, 118 Cal.Rptr. 14, 529 P.2d 46.)
