To establish a claim of ineffective assistance of counsel in a deportation proceeding, a petitioner must demonstrate that the proceeding was so fundamentally unfair that the alien was prevented from reasonably presenting his case and that the attorney's conduct prejudiced the outcome of the proceedings.
