What is the test for having a firearm "loaded and ready for use" in a public place?

California, United States of America

The following excerpt is from People v. Kemp, 30 Cal.App.4th 1627, 36 Cal.Rptr.2d 730 (Cal. App. 1994):

We deal here with a gun "loaded and ready for use" which had been placed "in a position of especially ready access" so that appellant could reach down to the floor, take the gun out of its distinctive camouflage gun bag, which serves much the same purpose as a holster for a pistol, and begin firing it. These facts more closely resemble the facts of People v. Mendival (1992) 2 Cal.App.4th
