If the court finds no violation occurred, "[t]he inquiry ends, " and "the plaintiff cannot prevail. " Motley v. Parks, 432 F. 3d 1072, 1077 (9th Cir. 2005) (en banc). If the facts alleged demonstrate a constitutional violation, the court will then consider whether the right in question was "clearly established" such that a reasonable officer would know that "his conduct was unlawful in the situation he confronted.
