The following excerpt is from Darrow v. McCarthy, 855 F.2d 860 (9th Cir. 1988):

The district court, relying on the magistrate's recommendations, dismissed the complaint as frivolous under 28 U.S.C. Sec. 1915(d), before service on the defendants. The magistrate relied on Franklin v. Murphy, 745 F.2d 1221 (9th Cir.1984). The district court adopted the magistrate's findings and conclusions "in full" and dismissed the plaintiff's complaint.
