Ghent relies heavily upon County of Los Angeles v. Workers' Comp. Appeals Bd. (1981) 30 Cal.3d 391, 179 Cal.Rptr. 214, 637 P.2d 681, which holds that work relief is "employment" for purposes of workers' compensation; he argues it follows that an employment relationship exists between the County and the workfare participant for all purposes.
