On appeal we review the administrative record de novo to determine if a prejudicial abuse of discretion occurred; we are not bound by the trial court's conclusion. (Gentry v. City of Murrieta (1995) 36 Cal.App.4th 1359, 1375-1376, 43 Cal.Rptr.2d 170.) "An abuse of discretion is established if the agency has not proceeded in a manner required by law or if the determination or decision is not supported by substantial evidence." ( 21168.5.)
