The following excerpt is from Harris v. Trojan Fireworks Co., 120 Cal.App.3d 157, 174 Cal.Rptr. 452 (Cal. App. 1981):

While a state has broad powers when it comes to making classifications it may not draw a line which constitutes an invidious discrimination against a particular class. "Though the test has been variously stated, the end result is whether the line drawn is a rational one." (Levy v. Louisiana, supra, 391 U.S. 68, 71, 88 S.Ct. at p. 1571, 20 L.Ed.2d at p. 439.)
