The following excerpt is from People v. Foster, H036323, H037741 (Cal. App. 2012):

Here, the court based its decision to order the restitution amount on the prosecutor's statement in court. This was not sufficient evidence to support the order. (People v. Thygesen, supra, 69 Cal.App.4th at pp. 992-993.) Therefore the matter must remanded for a hearing to determine the amount of restitution that should be ordered.
