Defendant smelled of alcohol, had red watery eyes, and slurred speech. Defendant informed one of the officers that he had been drinking. Approximately, one and one-half hours after the accident, defendant's blood was drawn. An analysis of defendant's blood resulted in a determination that it contained 0.21 percent alcohol." (People v.
