What is the test for abuse of discretion when a motion for request for counsel is denied?

MultiRegion, United States of America

The following excerpt is from Wilborn v. Escalderon, 789 F.2d 1328 (9th Cir. 1986):

28 U.S.C. Sec. 1915(d) confers on a district court the discretion to designate counsel to represent an indigent civil litigant. Franklin v. Murphy, 745 F.2d 1221, 1236 (9th Cir.1984). Thus, we review for an abuse of discretion the district court's denial of Wilborn's motion for request of counsel.
