What is the test for a motion for reconsideration under section 1008?

March 7, 2019; it was denied. Then, on or about September 12, 2019, plaintiff filed his second motion for new trial. That second motion was nothing more than an attempt to revisit the question of whether plaintiff was entitled to a new trial, making it a motion for reconsideration. (Powell v.
