We review this claim de novo. See United States v. Wylie, 625 F.2d 1371, 1378 (9th Cir.1980), cert. denied, 445 U.S. 955, 100 S.Ct. 1698, 63 L.Ed.2d 791 (1981). We conclude that none of the government's actions constituted outrageous governmental conduct.
