Under the Railway Labor Act (RLA), all disputes between railroads and their employees are characterized as either "major disputes" or "minor disputes." Major disputes concern the formation of collective bargaining agreements or efforts to alter the terms for future agreements. Minor disputes involve the interpretation or application of existing bargaining agreements. International Ass'n of Machinists v. Aloha Airlines, 776 F.2d 812, 815 (9th Cir.1985).
