Due process protections must be accorded to the valuable property right of a state employee to continue in his position. (Skelly v. State Personnel Bd. (1975) 15 Cal.3d 194, 124 Cal.Rptr. 14, 539 P.2d 774). On the other hand, the government employer has a legitimate interest in expeditious removal of employees who are absent without leave.
