The method for determining reasonableness of attorney fees has been clearly determined in contexts other than section 27648. In Serrano v. Priest (1977) 20 Cal.3d 25 at pages 48 and 49, 141 Cal.Rptr. 315, 569 P.2d 1303 the court set out the following standard:
