Although an EIR is designed to inform the public in such a way that it can intelligently weigh the environmental consequences of any contemplated action and have an appropriate voice in the formulation of any decision, an EIR is not an action document. Its purpose is to inform governmental decision makers and to focus the political process on how an agency's action will affect the environment. (Dusek v.
