"It is well accepted that a limitations period commences when the cause of action 'accrues.' [Citations.] '"Generally speaking, a cause of action accrues at 'the time when the cause of action is complete with all of its elements.'"' [Citation.] 'The cause of action ordinarily accrues when, under the substantive law, the wrongful act is done and the obligation or liability arises, i.e., when an action may be brought.'
