What is the legal test for establishing that a party has met its initial burden?

Id. at 1102-03. If the moving party meets its initial burden, the burden then shifts to the opposing party to establish that a genuine issue as to any material fact actually exists. Id. at 1103. The opposing party cannot "'rest upon the mere allegations or denials of [its] pleadings but must instead produce evidence that 'sets forth specific facts showing that there is a genuine issue for trial.'"
