An administrative agency's final decision imposing discipline upon a police officer is reviewable through a petition for a writ of administrative mandamus filed in the trial court. (See Code Civ. Since the imposition of discipline on city employees affects their fundamental rights, a trial court is required to exercise its independent judgment in reviewing the findings upon which the agency's decision to impose discipline is based.
