4. The four exceptions to the Dixon bar are: (1) "'fundamental constitutional error, '" (2) a lack of "fundamental jurisdiction'" by the trial court over the petitioner, (3) the trial court's "'acting in excess of jurisdiction'" and (4) an intervening "'change in the law.'"
