What is the difference between a federal district court and a federal magistrate judge's recommendation that a police air filter box contains firearms that pose a threat to the officer?

MultiRegion, United States of America

The following excerpt is from United States v. Torres, 828 F.3d 1113 (9th Cir. 2016):

However, the district court adopted and affirmed the magistrate judge's recommendation in full. Thus, the magistrate judge's findings are the findings of the district court, whether or not specifically restated in the district court's order. This practice does not violate due process. United States v. Raddatz , 447 U.S. 667, 68081 & n. 7, 100 S.Ct. 2406, 65 L.Ed.2d 424 (1980) (discussing 28 U.S.C. 636(b)(1) ). In any event, it requires minimal effort to read the orders as consistent. The personal items that the district court noted had been frequently found in air filter boxes may well have referred to firearms that pose a threat to officers.
